Sometimes. Generic OBD2 guarantees a regulated emissions data path, not universal access to every computer in the car. ABS and airbag coverage depends on the vehicle, module, tool, and software definitions.
The short answer
An OBD2 connector does not make every vehicle system readable by every scanner. A basic generic scanner usually focuses on the standardized emissions-related services that vehicles expose under regulated OBD. A tool with manufacturer-enhanced coverage may also communicate with an antilock brake system, supplemental restraint system, body controller, transmission controller, or another module.
The connector is an entry point. The tool still needs the right protocol, module address, request, data definition, and vehicle coverage.
That is why two scanners can plug into the same port and return different lists. The difference may come from software coverage rather than the connector or adapter alone.
Generic OBD2 has a specific legal scope
SAE J1979 describes communication between regulated emissions-related OBD systems and test equipment. SAE J1978-1 defines scan-tool functions for safe, efficient access to those regulated services. Those standards give drivers and inspectors a common path to items such as malfunction-indicator status, emissions-related trouble codes, readiness, and supported live parameters.
ABS and airbag systems serve different purposes. Their data may use manufacturer definitions, module-specific addresses, security rules, or diagnostic services outside the generic emissions path. SAE J1978-1 allows an OBD2 scan tool to include additional capabilities, but those extras remain the tool designer’s responsibility. The word “OBD2” on a product page does not prove enhanced module coverage.
Four layers decide whether a scan works

Verify all four layers. A seller’s broad “all systems” badge says less than a coverage record that names the vehicle, module, and exact supported action.
Port compatibility is not module compatibility
A vehicle can accept a standard emissions request and reject, ignore, or never expose a request aimed at another module. The same adapter may therefore read generic powertrain codes while an enhanced app on approved hardware reaches additional systems. Another vehicle may require a different protocol path or tool package for the same module name.
Check coverage again after changing any part of the chain. A different phone app does not inherit every capability of the adapter seller’s app. A different adapter does not inherit every capability listed by the software vendor. An operating-system update, vehicle software change, or subscription change can also affect the tested combination. Record the exact setup that produced the result.
A code label still needs context
SAE J2012 defines standardized diagnostic trouble codes and also addresses ranges used for manufacturer-specific codes. A scanner can display a code only after it receives and decodes the relevant response. A short description does not identify the failed part, prove the cause, or establish whether a restraint or brake system will perform as designed.
Safety-related warning lamps need the vehicle maker’s instructions and qualified inspection. A phone screen cannot certify braking or restraint operation. Preserve the exact code, module name, scan time, vehicle identity, warning-light behavior, and tool used. Give that record to a qualified technician.
How to check a scanner before buying
- Start with the exact vehicle. Enter the year, make, model, engine, trim, and market when the vendor supports those filters.
- Name the module. Look for ABS and SRS or airbag coverage in the vendor’s vehicle-specific list. Do not infer it from generic code reading.
- Name the action. Reading codes, clearing codes, reading live module data, running active tests, calibration, and coding are separate claims.
- Check the required hardware and plan. Some software limits enhanced access to certain adapters, subscriptions, regions, or operating systems.
- Keep the seller’s evidence. Save the dated compatibility page and return terms before buying.
If the seller does not publish module-level coverage, ask for a written answer tied to your vehicle. A screenshot from another model does not establish compatibility.
Why a generic adapter may still show only engine data
The ELM327 data sheet explains that a request contains a mode followed by one or more parameter identifiers. It also describes physical addressing, headers, filters, and multiple vehicle protocols. Those transport tools can help software reach a response, but they do not supply manufacturer diagnostic definitions by themselves.
A “NO DATA” reply also has several possible meanings. The requested data may not exist for that module, the mode may lack support, the response may arrive too late, or a filter may ignore it. Treat that state as missing evidence. Do not translate it into “no fault” or “system healthy.”
